There's a short piece in Salon by Stephen Hirsch about that hat, but I'm not buying his analysis. I mean, I've worn a fedora to shul plenty of times (a brown Pendleton, now uncomfortably close to the Roger el-Simon model, I'm afraid), and Abramoff's getup that day did NOT put me in mind of sacred services. Not those kinds of services, anyway.
As I've always said (since Brad and Gavin had their little contest, anyway), You can fire a Gannon, but you can't Jack Abramoff!
